Ms. Wai Pui Shuen, Principal Solicitor & Founder

Ms. Wai has been admitted as a solicitor in Hong Kong since 2011. She established Wai & Co., Solicitors in 2014 and serves as the firm’s Principal Solicitor. She is also an appointed Civil Celebrant of Marriages.

Ms. Wai completed her legal education in Hong Kong and the United Kingdom. She holds a Bachelor’s degree in Law, the Postgraduate Certificate in Laws (PCLL), Master’s degrees in Maritime and Transport Law and in Chinese Law, and a Postgraduate Diploma in EU Competition Law.

With more than ten years of practice experience, Ms. Wai has advised and represented clients in a wide range of civil, commercial, and criminal proceedings. Her practice includes conducting complex litigation, handling regulatory investigations and compliance matters, and advising on commercial transactions.

Ms. Wai's practice encompasses:

  • Civil and commercial litigation, including disputes, and breach of contract matters
  • Criminal defence and responses to investigations by law enforcement and regulatory bodies
  • Regulatory compliance and investigations, including advising on SFC matters, Hong Kong Listing Rules, and related obligations
  • Commercial advisory services for corporate and individual clients
  • Anti-money laundering (AML) compliance

In recognition of her pro bono contributions, Ms. Wai was commended under the Recognition Scheme for Provision of Pro Bono Legal Services (2018–2020), administered by the Office of the Chief Secretary for Administration of the Hong Kong SAR Government.

Ms. Wai holds CAMS certification (Certified Anti-Money Laundering Specialists) and advises clients on anti-money laundering compliance and related regulatory obligations.

In 2017, Ms. Wai was awarded the Hong Kong Maritime Law Scholarship in recognition of her academic merit and professional focus in the field of maritime law.

Mr. Tom Chan Pak Lam, Consultant Solicitor

Mr. Tom Chan has been admitted as a solicitor in Hong Kong since 1990. With over 30 years of distinguished practice in Hong Kong’s financial sector, he has developed extensive expertise in matters concerning Hong Kong-listed companies and maintains active involvement in the financial services industry.

Mr. Chan is widely recognised as a seasoned and highly respected authority in corporate finance, securities regulation and related fields.

Mr. Chan previously served as Chairman of the Institute of Securities Dealers. Following his tenure, he was appointed Permanent Honorable President of the Institute, a role in which he continues to support the advancement of Hong Kong’s securities industry. He currently serves as member of the SFC Share Registrars’ Disciplinary Committee, a statutory committee responsible for hearing and determining disciplinary matters relating to share registrars in the first instance. He is also a Director of the Financial Dispute Resolution Centre (FDRC), an independent statutory body established to offer fair, efficient, and accessible mediation and arbitration services for financial disputes between financial institutions and their customers in Hong Kong.

Mr. Chan’s broad expertise encompasses IPOs, corporate finance, mergers and acquisitions, regulatory policy, market development, financial dispute resolution, advising listed companies on compliance issues and responses to regulatory inquiries (including SFC investigations), and guiding clients through listing and IPO processes. His leadership positions in industry associations and regulatory committees highlight his profound understanding of market operations, corporate governance, and effective dispute resolution mechanisms.

Mr. Marcel Chan Siu Keung, Consultant Solicitor

Mr. Marcel Chan was admitted as a solicitor in Hong Kong in 2020. He holds a Bachelor of Laws degree, a Professional Certificate in Laws, and a Master of Laws degree in Information Technology and Intellectual Property.

Beyond his legal education, Mr. Chan brings more than three decades of hands-on experience in industrial production and public service. His familiarity with industrial processes, administrative management as well as occupational safety and health has provided a comprehensive and solid knowledge base for his legal career.

His legal expertise spans both criminal and civil matters, including personal injury, matrimonial law, wills and probate, enduring powers of attorney, bankruptcy, conveyancing and intellectual property. Mr. Chan also has a particular interest in examining the legal framework governing guardianship for mentally incapacitated persons.

Mr. Zu Xiaotong, Registered Foreign Lawyer (PRC Law)

Mr. Zu has been a practising lawyer in Mainland China since 1998 and has worked with renowned law firms there. In 2017, he became a Registered Foreign Lawyer in Hong Kong.

He obtained his Master of Laws degree in 2004. In 2017, he completed the Executive Development Program (Private Equity and IPO) at the HSBC Business School of Peking University. Mr. Zu also holds the Fund Practitioner qualification from the China Securities and Investment Funds Association.

Mr. Zu previously served as a legal advisor on Chinese law to several foreign law firms. Also, he was once the Chief Executive Officer for family wealth inheritance matters of the most prestigious Chinese medicine family in China with a 360‑year history, providing legal advice on wealth management and succession planning. Mr. Zu’s outstanding performance over the years has earned him an excellent reputation among his high-net-worth clientele.

In addition, Mr. Zu specialises in cross‑border litigation as well as capital market financing and listings. In recent years, he has focused more on legal compliance issues relating to real‑world assets (RWA), digital currencies, virtual assets, blockchain technology and other innovations in the digital economy in Hong Kong and Mainland China, positioning his clients for the opportunities of new economic development.

Ms. Tam Wing Fung Fiona, Consultant Solicitor

Ms. Fiona Tam was admitted as a Hong Kong solicitor in 2024.

Ms. Tam holds a Juris Doctor and a Postgraduate Certificate in Laws from The Chinese University of Hong Kong. Prior to this, she began her academic journey in the United Kingdom, where she was awarded a Bachelor of Arts (Honours) degree (First Class Honours) and a Master of Arts degree (Merit) in English Literature by the University of Warwick for her exemplary academic performance.

Ms. Tam completed the General Mediator Training Course offered by the Hong Kong Mediation Centre in 2023 and obtained a Certificate of Achievement for Traffic Accident Reconstruction Training Course (Hong Kong Metropolitan University Li Ka Shing School of Professional and Continuing Education) in 2025. She has also studied international trust management (with the Society of Trust and Estate Practitioners) and Chinese law, thereby expanding her cross-disciplinary expertise and enriching her legal practice with a holistic perspective.

Ms. Tam possesses solid experience in corporate law, commercial law, intellectual property and probate, as well as civil and criminal litigation.

Mr. Ng Chun Wing Garry, Legal Executive

With more than 18 years in the legal field, Mr. Ng has acquired extensive practical experience in handling civil and criminal litigation, probate disputes, conveyancing, insolvency, immigration, employment matters and matrimonial proceedings, coupled with thorough expertise in the procedural requirements of the law. He completed a Diploma in Legal Studies and attained the title of Legal Executive in 2009, and went on to earn his Bachelor of Laws degree in 2014.

Mr. Chan Yin Sang, Consultant Solicitor

Mr. Chan was admitted as a solicitor in Hong Kong in 2026. Before entering the legal profession, he served in the Hong Kong Government for over 30 years as a Chartered Town Planner and Project Manager, specialising in urban planning, land use management, land development, real estate and construction projects.

He actively participated in a number of major strategic planning studies, including the North East New Territories Study (1998–2003), which served as the precursor to the current Northern Metropolis development and identified key New Development Areas that are still being implemented today, notably Kwu Tung North and Fanling North. He was also involved in the Tung Chung New Town Development Study, Kowloon East Regional Development Study, West Kowloon Regional Planning Study, and numerous district planning and engineering studies.

Mr. Chan has extensive experience in applications to the Town Planning Board for changes in land use and relaxation of development restrictions, with particular expertise in maximising land use value through such applications. He obtained a Master of Science in Urban Planning from The University of Hong Kong in 1989 and became a professional member of the Hong Kong Institute of Planners in 1992. He has been a China Registered Urban Planner since 2010. His Hong Kong and Mainland planning qualifications are currently under assessment by the Guangdong Provincial Government for recognition as “Senior Engineer” status, facilitating his participation in Greater Bay Area development, infrastructure and construction projects in alignment with the national 15th Five-Year Plan objectives.

Mr. Chan was also admitted as a solicitor in Australia in 2017 and in New Zealand in 2018. From 2016 to 2021, he served as a Registered Migration Agent in Australia, advising clients on skilled migration and investment visa applications. He further holds a Master of Commerce in Accounting and a Graduate Certificate in Australian Migration Law and Practice.

In addition, Mr. Chan is a Registered Chinese Medicine Practitioner in Hong Kong. He graduated from the School of Chinese Medicine of The Chinese University of Hong Kong and has over 20 years of clinical practice experience. He was among the first cohort of practitioners recognised and licensed under the current regulatory regime. He actively promotes the integration of Chinese and Western medicine and is committed to advancing Chinese medicine enterprises and culture on the international stage. He also engages with and participates in the development of biotech, biopharma, health-tech and medtech start-ups, as well as the application of artificial intelligence in clinical settings.

Drawing on his extensive experience in town planning, land development and cross-border professional qualifications, Mr. Chan focuses primarily on commercial and corporate matters. He advises clients on land-related commercial transactions, planning applications, land use optimisation, Greater Bay Area development projects, and related regulatory and corporate advisory services.

Ms. Wang Yue, Registered Foreign Lawyer (PRC Law)

Ms. Wang worked for seven years at a well-known financial institution in Hong Kong. She has been a practising lawyer in Mainland China since 2022 and became a Registered Foreign Lawyer in Hong Kong in 2026. She holds a Bachelor of Laws and a Master of Laws degree.

Ms. Wang specialises in cross-border legal matters. Drawing on her extensive experience in the financial sector and legal practice, she regularly advises and represents clients in commercial transactions, disputes and related legal consultations.

She has assisted a number of Mainland enterprises in their expansion into Hong Kong.

Her practice areas include:

  • Advising on Mainland Chinese law issues arising from onshore guarantee for offshore loan and offshore guarantee for onshore loan arrangements;
  • Advising on Mainland Chinese law issues in cross-border enforcement of judgments;
  • Providing advice and recommendations on Mainland Chinese law issues relating to Mainland enterprises and individuals expanding into or relocating to Hong Kong;
  • Advising Hong Kong-registered companies on Mainland Chinese law matters concerning their Mainland subsidiaries or associated companies;
  • Representing Hong Kong-registered companies and Hong Kong residents in civil and commercial litigation or arbitration in Mainland China.
Mr. Wong Ho Ting Hendry, Trainee Solicitor

Mr. Wong completed the PCLL at the City University of Hong Kong in 2023 and obtained his LLB (Hons) from Durham University in 2021. He also passed the CIArb - Introduction to ADR with assessment in 2021.

Before commencing his traineeship, Mr. Wong gained substantial experience in civil and commercial litigation, arbitration, insurance claims, construction disputes, shipping matters and high-value commercial claims.
